Referring to implementation of projects under PM economic package in Arunachal Pradesh and Border Area Development programmes, the Governor highlighted the endeavour of the Arunachal Pradesh Government in developing border areas. He said efforts are on to remove the critical gaps in physical and social infrastructure needs and to strengthen the economic conditions and raise the standard of living amongst the inhabitants of the remote border areas of the State.
Reiterating for consolidated package from Ministry of Home Affair or Ministry of Defence for better border management in the state, the Governor said that efficiency of the border guards will be increased manifolds if the required funds are allotted.
Commending the effort of the ITBP in organising the seminar, the Governor pointed that it provides the participants an excellent opportunity to understand, analyse and discuss the importance of development in frontier areas of the state.
The Governor hoped that the outcome of the seminar will play an important role in moulding opinions of the policy makers and defence analysts towards national security. The seminar will serve as a solid foundation for the formulation and promulgation of policies concerning the development of infrastructure in the border areas, he opined. In his address, Director General of Indo Tibetan Border Police, Ajay Chadha highlighted the responsibilities of his force, it achievements in the line of its duties and in adventure sports.

ITANAGAR, Apr 9: Arunachalee weightlifters continued their impressive performance in the 27th North East Games winning four more medals, including two gold and two silver, on the second day in Imphal, Manipur today.
Soram Hitlar Tagru and Kojum Taba won the gold in 69 kg and 77 kg category respectively while Khang Kang Kong Khang and Gollo Poha won a silver medal each in 62 kg and 58 kg category respectively, according to information received here today evening.
Sandeep Yadav won a Bronze in High Jump while SS Miji bagged another Bronze for Arunachal in Shot Put.
Sandip cleared 1.88 m to finish third while Miji pushed the iron ball to a distance of 10.76 mt to win bronze.

PTC Banderdewa plagues with poor infrastructure

ITANAGAR, Apr 9: The modernization of police department with sophisticated weaponries (third generation assault rifles) and modern infrastructure has always been a top priority for the state home department. Ironically, in contrary to the planning and vision of the state home department, the lone police training centre at Banderdewa is still plagued with poor infrastructure and lack of required facilities.
The existing training center has hardly an intake capacity of maximum four hundred personnel at a time to train. After assessing the PTC, this correspondent came to know that the authority in the lone police training centre is overburdened with problem in accommodating the newly recruited personnel. Left with no choice, the authority had to accommodate 510 personnel last year, who have passed out recently. “So far we have 647 newly recruited personnel and possibly the number may increase” said the PTC Principal T Ringu.
Currently PTC is hosting the new recruits from four districts namely -
Adding the worst, many trainees have to content with the space in the floor, as the existing barrack has been overcrowded. However, PTC principal divulged that two storey’s RCC barrack constructed recently would be of great relief for the cadets, but till then they have to bear with the situation.
Another shameful thing is that the newly recruited personnel have to buy all required materials like boots, mosquito net, shocks and plate & bucket on their own. The authority provides nothing to cadets.
“Earlier cadets used to get all materials from the department, but this year, don’t know why, it is not supplying” said an instructor who wished to remain anonymous.
Interestingly on several occasions the home department had went on saying that PTC Banderdewa would be upgraded soon with all modern training equipment at par with other training centre of the country. But in reality, the condition of the state lone police training centre remains the same. Ironically, state police department has drained out enough money in paying the Assam police department for accommodating its cadets in Deragoan police training centers.

Engineer Manpoong passes away, condolences pour in
ITANAGAR, Apr 9: Chow Tan Manpoong, the first engineering graduate from Arunachal Pradesh died at Niba Hospital, Naharlagun this morning following cardiac arrest.
Meanwhile, Governor General (Retd) J J Singh and Chief Minister Nabam Tuki have expressed grief over death of Manpoong.
In his condolence message, the Governor said that the people of Arunachal Pradesh will always remember Late Manpoong as the pioneer.
He offered prayer for eternal peace of the departed soul.
In his condolence message, Tuki said that Manpoong’s name will always figure in the history of Arunachal Pradesh as the first Arunachalee engineer ever.
“Late Manpoong will also be remembered as one of the first generation figures in the political history of the state and standing for the cause of the indigenous people of the state in later years of his life,” Tuki added.
In another condolence message, the Chief Minister expressed shock and grief over the tragic demise of Takam Sharmila (Gora), who met with a fatal accident while traveling to Shillong.
“Her’s is a great loss not only to her family members but to the society as she was very active in the social field besides being a sincere government employee,” he said.
The Chief Minister prayed to the Almighty to bestow strength to the bereaved family members of both the deceased to bear the irreparable loss. State BJP President Tai Tagak, National General Secretary Tapir Gaon and former MP Kiren Rijiju have deeply mourned the death of Manpoong.
While expressing shock over his demise, the BJP leader trio, in a condolence message, said that “Manpoong’s death is an irreparable loss for the entire state.” Though he later shifted his loyalty to Arunachal Congress, he was the first formal BJP president of Arunachal Pradesh, the state BJP President said, in a condolence message from New Delhi.

German Consul General meets CM
ITANAGAR, Apr 9: German Consul General Rainer Schmiedchen, Kolkata, along with his spouse, called on Chief Minister Nabam Tuki here this evening.
In an informal interaction for more than 30 minutes they discussed on various issues pertaining to Arunachal Pradesh and the scope for Federal Republic of Germany to offer its assistance.
The Consul General described Arunachal Pradesh as his ‘Dream Destination’ and informed the Chief Minister that it has been a long cherished dream of his and his wife to visit Arunachal Pradesh. The Chief Minister was literally surprised to learn that after three attempts the Consul General could avail the clearance to visit the state.
Schmiedchen and his wife, who incidentally is a Sanskrit scholar, had travelled to Tawang before arriving at Itanagar yesterday. The couple was awestruck with the natural beauty with lofty mountains of the state and explained that Germans were, in fact, lovers of mountains.
In turn the Chief Minister explained about the potentials of the state, which are yet to be fully explored. He particularly emphasized on tourism, hydropower, agriculture and horticulture potentials on which the state government is earnestly working.
The Consul General offered all possible assistance on behalf of his country and expressed keen interest to cooperate and coordinate with the state especially in spheres like education, health, tourism and agriculture.
He said that when most of the Consulate’s projects are concentrated in Pune, Chennai and Bangalore, why it can’t turn its attention towards the North East in general and Arunachal Pradesh in particular.
The Consul General invited businessman and professionals from the state to visit Germany to gain technical knowledge as the Visa formalities have been made easier and in response, the Chief Minister invited Germans to come to Arunachal Pradesh as tourists and if feasible as investors.
Expressing heartfelt gratitude to the Chief Minister for the hospitality offered to them by the people of Arunachal Pradesh, the Consul General promised to invite him to Germany in near future.

Irregularity plaguing in RKVY implementation

RUKSIN, Apr 9: The farmers of Ruksin circles in East Siang district have alleged massive manipulation of government fund released under Rastriya Krishi Vikash Yojana (RKVY) in agriculture department.

CoSAAP organises peaceful rally throughout Arunachal

ITANAGAR, Apr 9: Scores of government employees from different departments in the Capital Complex participated in a peaceful rally organised by the Confederation of Service Associations of Arunachal Pradesh (CoSAAP) today to protest against atrocities meted out to government employees of the state.
The rally began at Nyikum Niya Hall in Nirjuli and concluded at IG Park, Itanagar.
Addressing the rallyists at IG Park, CoSAAP general secretary Patey Marik demanded that the GoAP create the post of an independent home minister and give more power to the law enforcing agencies. “We are forced to work under the threat of physical attack, blackmailing, kidnapping, mental torture and extortion notices because of the existence of some antisocial groups,” Marik said.
The government employees would not be able to work properly if the ugly trend continued, he said, adding, “Many cases of such incidences have been recorded in the last few months.”

Over 300 government employees, including officers and officials of the district assembled at Daying Ering Secondary school playground at Pasighat, protested against the increasing trend of physical and mental harassments meted out to the government officers of the state.
The executives of the federation exclaimed that some unscrupulous sections of people are bulling over the government officers, resorting both physical and mental torture for their vested interest. As such, threatening of life, extortion demand, black mailing, kidnapping and intimidation, asking for payment without work has become a regular phenomenon in the state. They also strongly opposed “bandh call” culture adopted by the students union and other organizations.
The protesting officers and officials also took out a procession in and around the Pasighat town, displayed banner and festoons having various slogans against the alleged atrocities suffered by the government employees of the state.

Awareness and Training program on Banana Fibre based products
ITANAGAR, Apr 9: Amik Matai Society organized a three days awareness workshop cum training on banana fibre based products for the unemployed youth and rural tribal women in Tezu, Lohit with the support of NABARD, Arunachal Pradesh Regional Office, Itanagar district from April 7 to 9.
Nearly 150 participants, including women SHG members from nearby villages of Telluliang, Tafragam, Pomliang, Mekailiang, Duraliang and Tezu benefited from the program besides members from NGOs like Ogelum Tayang Charitable Trust (OTCT) and Lohit Kera AA Association.
Chhonda Debbarman of MGWS, Tripura and Sajal Kumar Roy of M/s Drishti Industries participated as master trainers in the program. The program concluded with the participation of officials from the District Administration, District Labour & Employment, IGNOU cell (IGG College), Horticulture, DRDA, Industries Departments, M/s Power Grid India Corporation Ltd.(PGICL) and Banking Institutions like the State Bank of India, Arunachal Pradesh Rural Bank(APRB), APSC APEX Bank as the resource persons.
The impact of the program can be felt as the participating agencies like PGICL, APEX Bank, DRDA, SBI, Horticulture and District Administration has committed to extend their all possible support to set up the banana fibre extraction projects in the district for providing an alternative source of income generation, livelihood and self employment to the rural unemployed youth.
The district Administration informed that already a target of providing employment to 9000 youth has been fixed during the entire plan period by the Arunachal Pradesh Employment Generation Council (APEGC) under the Chairmanship of the Chief Secretary, Govt. of Arunachal Pradesh.
DL & EO Lohit informed that establishment of banana fibre extraction units will create lot of self employment in the district and can be a means to achieve the set employment generation target of the District Employment Generation Council (DEGC) in Lohit.

Deru achieves another milestone
ITANAGAR, Apr 9: In less than a year, promising weightlifter Jimjang Deru of Arunachal Pradesh achieved another milestone by winning a silver medal at Youth World Championship in Tashkent, Uzbekistan yesterday.
Representing India in the championship, Deru lifted a total of 196 kg (85 kg in snatch and 110 kg in clean & jerk). By winning this medal, he became the first Arunachalee to win any medal in world championship. This medal winning performance has also earned him a berth at the Youth Olympic Games to be held in Nanjing, China in 2014.

MYA alleges corruption
ITANAGAR, Apr 9: Alleging corruption against Doimukh Range Officer, the Midpu Youth Association (MYA) has demanded for immediate necessary action against him.
In a letter addressed to the Principal Chief Conservator of Forest, MYA alleged that the Range Officer did not do anything despite of the many complaints that outsiders have been carrying out illegal timber business in the forest area of Doimukh.
It further alleged the range officer of practicing illegal donation by charging huge amount of fine without issuing proper challan and of misusing his official power by threatening the villagers of book them under forest law on minor offences.
Claiming that the 70 per cent of timbers for building and furniture for in and across Capital Complex come from Kola Camp Forest Gate, it alleged leakage of forest revenue at Kola camp forest check gate.
AVP distributes relief items to fire victim

DAPORIJO, Apr 9: Arunachal Vikash Parishad (AVP) distributed utensils and blankets to all the affected families of March 25 fire mishap at Dumporijo.
A fire prevention and safety camp was also organized on the roadside on the same day in which all the colony dwellers attended. Various fire safety tips and precautionary measures were provided and demonstrated by the members of the AVP in the road side.
AVP’s Upper Subansiri Unit General Secretary Nada Ngute explained different methods of preventing fire accident at home and reducing risk. According to him human carelessness has been the one of the major causes of fire in the district.
Training on Economic Census
ITANAGAR, Apr 9: In connection with the conduct of Sixth Economic Census throughout the State, a training programme for District Level Charge Officers was held at DC’s Conference Hall here today.
Attending the training, Deputy Commissioner Dr. Sachin Shinde who is also the District Economic Census Commissioner advised the Charge Officers to comply with the notified program and to ensure recording of correct and reliable data which is vital for planning purpose and assessing contribution of various sectors of the economy.
District Statistical Officer Nokgen Wangsu appreciated the positive response of the Charge Officers saying that the knowledge about the importance of Economic Census was reflected by their response. As a resource person he went into every detail pertaining to the conduct of Sixth Economic Census starting from very general definition of household, establishment and steps involved in filling up schedules, operational instructions and post enumeration activities.
Later he informed that the District Level Charge Officers’ Training for Longding District was also held on April 6 in office chamber of Deputy Commissioner, where all Charge Officers were reported present, according to an official release.

Dear Editor,
Through the column of your esteemed daily, I would like to draw the kind attention towards difficulty in differentiating between married and unmarried girl/women. Now a day, common people of our state are finding it hard to identify whether a girl is married or unmarried. This problem has cropped up because in our state there are no official as well as traditional rules to identify married women. The married women of our state should wear local ornament or proper dress. The mainland Indian married women can be easily identified. Therefore, I would like to appeal the government of Arunachal Pradesh to implements a rule for identify among the married and unmarried women.

Wrong practice should be stopped
Dear Editor,
Through your esteemed daily, would like to highlight how some MR claimants do to get their MR bill passed. They go to Itanagar or work done by their relatives and get individual name sanctioned and returned back to concerned district with sanctioned fund and draw their bills. And due to this practice, other MR claimants do not get MR bills.
This type of practice should be stopped immediately as there must be some nexus between MR claimants and granting authority.

Call for elimination of chemical weapons
Warning that the fog of war must never again be composed of poison gas Secretary-
Eight countries remain outside of the Chemical Weapons Convention (CWC) – Angola, the Democratic People’s Republic of Korea, Egypt, Israel, Myanmar, Somalia, South Sudan, and Syria – and Ban has repeatedly urged them to join.
“I urge all of you who are in a position to do so to show political leadership and encouraging these countries to join the Convention,” he told Third Review Conference of the States Parties to the Chemical Weapons Convention in The Hague on April 8.
“Nothing can justify the possession of this heinous category of weapons of mass destruction. Nothing,” he said, noting that 80 per cent of declared chemical weapons stockpiles have already been destroyed thanks to CWC. He voiced the hope that the 100 per cent target will be reached by the next review conference in five years’ time.
