Border management should include overall development

of border areas: Governor

ITANAGAR, Apr 9: The concept of border management should include an overall development of border areas and socio-economic upliftment of the border populace with an aim to incorporate them in the mainstream of the nation, said Arunachal Pradesh Governor General (Retd) J J Singh here today. He was addressing at the inaugural session of the seminar themed “Need to develop critical infrastructure in border areas of Arunachal Pradesh’ organised by the Headquarter, North Eastern Frontier ITBP at Siddhartha Hall, Itanagar in Arunachal Pradesh.  

In his key-note address, the Governor said that while strategic objectives are important, the real reason for developing the border areas is to provide better quality of life to the citizens.

Referring to implementation of projects under PM economic package in Arunachal Pradesh and Border Area Development programmes, the Governor highlighted the endeavour of the Arunachal Pradesh Government in developing border areas.  He said efforts are on to remove the critical gaps in physical and social infrastructure needs and to strengthen the economic conditions and raise the standard of living amongst the inhabitants of the remote border areas of the State.

Reiterating for consolidated package from Ministry of Home Affair or Ministry of Defence for better border management in the state, the Governor said that efficiency of the border guards will be increased manifolds if the required funds are allotted.

Commending the effort of the ITBP in organising the seminar, the Governor pointed that it provides the participants an excellent opportunity to understand, analyse and discuss the importance of development in frontier areas of the state.

The Governor hoped that the outcome of the seminar will play an important role in moulding opinions of the policy makers and defence analysts towards national security. The seminar will serve as a solid foundation for the formulation and promulgation of policies concerning the development of infrastructure in the border areas, he opined.  In his address, Director General of Indo Tibetan Border Police, Ajay Chadha highlighted the responsibilities of his force, it achievements in the line of its duties and in adventure sports.

ITBP NE Frontier sector Inspector General R.K. Saini also spoke in the inaugural session.

The seminar is sponsored by the Bureau of Police Research and Development, Ministry of Home Affairs.

It is worth mentioning here that the Indo-Tibetan Border Police (ITBP) personnel have been manning 3488 kms long India-China border from Karakoram pass in J and K to Jachep La in Arunachal Pradesh at an altitude ranging from 9000 ft to 18,500 ft. ( With inputs from PRO to governor)

 

Effective border management a priority area of state Govt: CM

Addressing the closing ceremony of the seminar, Chief Minister Nabam Tuki said that effective management of international border is the single largest focus area of his government.

“Our border in the north and north-east is subjected to irrational claims of China over our territory. Our 440 km long border with Myanmar is treacherous, porous and infiltration-prone. In fact it is no coincidence that the only three insurgency infested districts of Tirap, Changlang and Longding – share a long border with Myanmar. The border with Bhutan too is slowly becoming sensitive from security point of view,” the chief minister said.

While emphasising the need of development of boarder area  and  to improve the living  condition of border people,  who are facing lack of essential services, the Chief Minister gave a details account of his  recent visit to border district to assess the ground realities and   difficult condition in which the common  people as well as forces are living.  He admitted that the people in border area are living a miserable condition  due to lack basic facilities. The Army and para-military forces like ITBP, Assam Riffles and SSB manning these border areas are somehow managing with their limited resources, he said.

However state Govt is setting up administrative offices in such border areas to bring administration nearer to the people, the chief minister said.  He further disclosed that there are more than 20 administrative centers which do not have road connectivity till date and require multiple days of foot march to reach.

“Despite shortfalls, the state has been making concerted efforts to step up investment in development of critical infrastructures like roads, bridges, hydropower, etc. The historical package announced by the Prime Minister such as trans-Arunachal highway, border village illumination programme, connecting remote villages through PMGSY, green-field airport at Itanagar, activating nine other airstrips, rail connectivity for the capital region are some of the initiatives taken for the betterment of the socio-economic profile of the state.”

Pointing out Rs 1200 crore central fund under PMGSY for  taking up strategic roads,   the Chief Minister observed that it would further help the state government in mitigating the connectivity problem in our border areas. Chief Minister, however, advocated for increased plan expenditure towards strengthening Border Area Development Programme (BADP). “The funds we receive under the programme at present are too meager to meet even our basic needs,” the  CM observed.

“Creating basic infrastructure in our border areas becomes more significant in view of the development coming up right before eyes on the other side of the border especially in China. Cities and towns are booming up right along the border on the other side. Fair weather roads have reached up to our border and railway tracks are being laid all along. It is our moral duty to at least make available basic amenities in our border areas. This demand, I believe, should not be looked upon as a mere demand of my state, but the integrity and sovereignty of our great nation calls for it today. “ Admitting that external security is important in today’s world, the Chief Minister, however, said that our army and para-military forces as well as police need to be extra-vigilant against internal threats. “In this regard we have already requested the Home Ministry to provide us with internal security surveillance facilities,” the CM  said.

In his concluding remarks, the chief minister expressed gratitude to the Indian Army, Air Force and para-military forces for conducting special recruitment rallies for Arunachalee youths. However, the chief minister appealed the higher authorities of forces  to conduct as many recruitment rallies as possible in border areas like Tawang, Anini, Tuting, Mechuka, etc.

ITANAGAR, Apr 9: Arunachalee weightlifters continued their impressive performance in the 27th North East Games winning four more medals, including two gold and two silver, on the second day in Imphal, Manipur today.

Soram Hitlar Tagru and Kojum Taba won the gold in 69 kg and 77 kg category respectively while Khang Kang Kong Khang and Gollo Poha won a silver medal each in 62 kg and 58 kg category respectively, according to information received here today evening.

Sandeep Yadav won a Bronze in High Jump while SS Miji bagged another Bronze for Arunachal in Shot Put.

Sandip cleared 1.88 m to finish third while Miji pushed the iron ball to a distance of 10.76 mt to win bronze.

Gangphung Gangcha and Ranjit Biswakarma won a silver medal each in Men’s Taekwondo (Pomsie) while Borik Pamo and Gamlin Angu bagged a silver medal each. Tarak Yalu won a Bronze in Women’s Teakwondo (Pomsie). The pair of Pinky Karki and Taring Yania lost to their opponent from Mizoram in the final in Badminton Girls doubles.

With addition of 10 more medals to the kitty, Arunachal’s medals tally rose to three gold, five silver and four bronze. Tinchal Wangcho and Anuing Wangsu bagged a gold and bronze medal in weightlifting and 1500 mt race yesterday.

 

 

PTC Banderdewa plagues with poor infrastructure

ITANAGAR, Apr 9: The modernization of police department with sophisticated weaponries (third generation assault rifles) and modern infrastructure has always been a top priority for the state home department. Ironically, in contrary to the planning and vision of the state home department, the lone police training centre at Banderdewa is still plagued with poor infrastructure and   lack of required facilities.  

The existing training center has hardly an intake capacity of maximum four hundred personnel at a time to train.  After assessing the PTC, this correspondent came to know that the authority in the lone police training centre is overburdened with problem in accommodating the newly recruited personnel. Left with no choice, the authority had to accommodate 510 personnel last year,  who have  passed out recently.  “So far we have 647 newly recruited personnel and possibly the number may increase” said the PTC Principal T Ringu.  

Currently  PTC is hosting  the new recruits from four districts namely -- Tawang, West Kameng, East Kameng and Longding and general category, which are to  undergo the training which  begins today onwards.

Adding the worst, many trainees have to content with the space in the floor, as the existing barrack has been overcrowded. However, PTC principal divulged that two storey’s RCC barrack constructed recently would be of great relief for the cadets, but till then they have to bear with the situation.

Another shameful thing is that the newly recruited personnel have to buy all required materials like boots, mosquito net, shocks and plate & bucket on their own. The authority provides nothing to cadets.

“Earlier cadets used to get all materials from the department, but this year, don’t know why, it is not supplying” said an instructor who wished to remain anonymous.

Interestingly on several occasions the home department had went on saying that PTC Banderdewa would be upgraded soon with all modern training equipment at par with other training centre of the country.  But in reality, the condition of the state lone police training centre  remains the  same. Ironically,  state police department has  drained out enough money in paying the Assam police department for accommodating its cadets in Deragoan police training centers.

Indeed up-gradation of existing training center at Banderdewa and establishments of more police training centers across the state would only serve the purpose as it would ease the accommodation problem in the PTC.  It would also ensure quality training for the newly recruited police personnel.

 

 

Select people-oriented projects: CM

ITANAGAR, Apr 9: Chief Minister Nabam Tuki today emphasized on selection of schemes and projects which are people-oriented and not ‘individual-oriented’.

“We have set a wrong trend of selecting and prioritizing schemes and projects, which are either beneficial to the contractor or a few individuals. It is time we change it and only select schemes and projects that will benefit a large section of people and the state as a whole,” he said in his inaugural address of the three-day workshop on Project Planning, Management, Monitoring and Evaluation here this morning.

The workshop is being organized in a city based hotel by the Union Ministry of Statistics and Programme Implementation (MoSPI), assisted by WAPCOS Ltd, in collaboration with the Public Private Partnership Cell of the state department of Planning.

Tuki appealed all Heads of Departments to avoid individual-centric schemes and projects while earmarking their annual plans and go for long-time projects that will beneficial for the state and its people. Commending the timely organization of the workshop, he stressed on improved project management capabilities and application of better Project Management practices in all the three sectors which participate in infrastructure development – Central PSUs, State sector PSUs (which execute a large number of projects) and the private sector, whether it is  in their standalone projects or those that are executed in the PPP mode.

Briefly touching upon the challenges, the reasons for delay in the execution of projects and causes for cost overruns, the Chief Minister pointed that some are due to externalities/factors of generic nature, and some are management/organization related and some which fall somewhere in between.

For factors that can’t be anticipated or controlled – such as inflation (rise in prices of inputs), foreign exchange fluctuation, rise in statutory duties/levies/taxes and geological surprises, he said not much can be done except perhaps to anticipate and provide under contingency since most contracts allow indexing at least for rise in steel, cement and bitumen.

Tuki observed that factors which are controllable to some extent - timely land acquisition, timely forest /environmental / wild life clearances, removal of encroachments, shifting of utilities, law & order and provision of supporting infrastructure, etc - are increasingly having a major bearing on implementation of projects.

“Another important aspect that also has to be given its due is the stakeholder involvement and participation. Newer mechanisms of co-ordination, stakeholder consultation and participation, proper rehabilitation, etc need to be evolved by the project management fraternity in the country” he said.

Citing management factors such as poor planning, change of scope, technology problems/delay in technology selection which can have cascading effects, slow progress by contractors, labour supply and financial problems, fund constraints, delay and uncertainty in feedstock supply, etc, he emphasized on application of sound project management techniques and practices.

“Proper planning and a very detailed feasibility study is one of the corner stones of effective execution,” Tuki pointed.

The Chief Minister endorsed a valuable suggestion put in by Development Commissioner Ramesh Negi in his address earlier. Negi had suggested that as most of the contractors who execute schemes and projects in the state are not qualified or competent enough, graduate or undergraduate engineers, who are unemployed, could be registered as contractors and allowed to execute schemes and projects that need technical expertise.

Hailing the suggestion, Tuki said that this way unemployed engineers could profitably utilize their hard-earned technical expertise in spite of wasting their time in job hunts.

Earlier, Chief Secretary H K Paliwal called upon officials of work departments to become better managers so that projects are implemented successfully without causing cost overruns and within the stipulated time frame. He was very particular about optimum utilization of available resources, especially the manpower at disposal of the departments.

MoSPI Director D K Ojha, in his key-note address, emphasized on proper training on project management and expressed hope that the three-day workshop would equip officials of the state government with the basics of managerial practices.

Also present on the occasion were Planning Secretary Ankur Garg, PPP Director Sonam Chombay and host of officials from state government departments.

 

 

Engineer Manpoong passes away, condolences pour in

ITANAGAR, Apr 9:  Chow Tan Manpoong, the first engineering graduate from Arunachal Pradesh died at Niba Hospital, Naharlagun this morning following cardiac arrest.

Meanwhile, Governor General (Retd) J J Singh and Chief Minister Nabam Tuki have expressed grief over death of Manpoong.

In his condolence message, the Governor said that the people of Arunachal Pradesh will always remember Late Manpoong as the pioneer.

He offered prayer for eternal peace of the departed soul.

In his condolence message, Tuki said that Manpoong’s name will always figure in the history of Arunachal Pradesh as the first Arunachalee engineer ever.

 “Late Manpoong will also be remembered as one of the first generation figures in the political history of the state and standing for the cause of the indigenous people of the state in later years of his life,” Tuki added.

In another condolence message, the Chief Minister expressed shock and grief over the tragic demise of Takam Sharmila (Gora), who met with a fatal accident while traveling to Shillong.

“Her’s is a great loss not only to her family members but to the society as she was very active in the social field besides being a sincere government employee,” he said.

The Chief Minister prayed to the Almighty to bestow strength to the bereaved family members of both the deceased to bear the irreparable loss.  State BJP President Tai Tagak, National General Secretary Tapir Gaon and former MP Kiren Rijiju have deeply mourned the death of Manpoong.

While expressing shock over his demise, the BJP leader trio, in a condolence message, said that “Manpoong’s death is an irreparable loss for the entire state.” Though he later shifted his loyalty to Arunachal Congress, he was the first formal BJP president of Arunachal Pradesh, the state BJP President said, in a condolence message from New Delhi.

The BJP leader trio prayed to almighty for eternal peace of the departed soul.

Meanwhile, Galo Welfare Society and Theravada Buddhist Society (TBS) Itanagar have deeply mourned the sudden and untimely demise of Manpoong and prayed for eternal peace of the departed soul.

His death is an irreparable loss not only to his family but also entire state, TBS said in a condolence message.

“May his soul rest in peace and attain the Supreme Bliss of Nibbana,” the messages added.

 

 

German Consul General meets CM

ITANAGAR, Apr 9: German Consul General Rainer Schmiedchen, Kolkata, along with his spouse, called on Chief Minister Nabam Tuki here this evening.

In an informal interaction for more than 30 minutes they discussed on various issues pertaining to Arunachal Pradesh and the scope for Federal Republic of Germany to offer its assistance.

The Consul General described Arunachal Pradesh as his ‘Dream Destination’ and informed the Chief Minister that it has been a long cherished dream of his and his wife to visit Arunachal Pradesh. The Chief Minister was literally surprised to learn that after three attempts the Consul General could avail the clearance to visit the state.

Schmiedchen and his wife, who incidentally is a Sanskrit scholar, had travelled to Tawang before arriving at Itanagar yesterday. The couple was awestruck with the natural beauty with lofty mountains of the state and explained that Germans were, in fact, lovers of mountains.

In turn the Chief Minister explained about the potentials of the state, which are yet to be fully explored. He particularly emphasized on tourism, hydropower, agriculture and horticulture potentials on which the state government is earnestly working.

The Consul General offered all possible assistance on behalf of his country and expressed keen interest to cooperate and coordinate with the state especially in spheres like education, health, tourism and agriculture.

He said that when most of the Consulate’s projects are concentrated in Pune, Chennai and Bangalore, why it can’t turn its attention towards the North East in general and Arunachal Pradesh in particular.

The Consul General invited businessman and professionals from the state to visit Germany to gain technical knowledge as the Visa formalities have been made easier and in response, the Chief Minister invited Germans to come to Arunachal Pradesh as tourists and if feasible as investors.

Expressing heartfelt gratitude to the Chief Minister for the hospitality offered to them by the people of Arunachal Pradesh, the Consul General promised to invite him to Germany in near future.

VISA for businessmen

Disclosing this in front of press persons today evening at press club, Consulate General of the Federal Republic of Germany, Kolkata, Rainer Schmiedchen while saying that very few people from India goes to Germany invited more and more people to come to Germany.

Talking of the blue collar job that he said is the basis of German economic success, he hoped that the state takes interest in Germany’s famed dual training system to facilitate unemployed local youths. A dual education system combines apprenticeships in a company and vocational education at a vocational school in one course.

Arunachal is a dream destination for many Germans, he said talking highly of states natural beauty and the tourism aspect.

Talking of various projects taking place in various parts of the country, he said the government need to table good projects in the state. The consul general was accompanied by his wife Annette.

 

 

Irregularity plaguing in RKVY implementation

RUKSIN, Apr 9: The farmers of Ruksin circles in East Siang district have alleged massive manipulation of government fund released under Rastriya Krishi Vikash Yojana (RKVY) in agriculture department.

Allegation has been leveled against the Agriculture Development Officer (ADO) of Ruksin and the PRI leaders for misappropriating fund and agricultural assets granted to the beneficiaries under RKVY.

It may be mentioned here that district agriculture office said received an amount of Rs. 15 lakh during the year 2010-11 for implementing RKVY schemes covering its ten agriculture circles. As such, the department approved three schemes of vegetable gardens, including two Permanent Vegetable Garden (PVG)s and a Temporary Vegetable Garden (TVG) in Ruksin circle.

The district Agriculture department, following RKVY scheme guideline convened a meeting of the Zilla Parishad Memebrs (ZPM) and entrusted them to select individual beneficiary to percolate down the scheme benefits. As such, one Paniram Panyang of Ruksin village was selected as beneficiary for TVG, while Okiyam Tatin (Ruksin) and Opang Taying (Ngorlung) were enlisted for PVG benefits.

Sources from district agriculture department said that it supplied three- rolls of Barbet-wire fencing, seed packets of summer and winter vegetables besides chemical fertilizer and cost for construction and maintenance of the vegetable gardens. But it is alleged that the Ruksin block ZPM, in active connivance of the corrupt ADO has misappropriated the fund and keeping the beneficiaries in dark.

Talking to this correspondent, one of the beneficiaries for Paniram Panyang said that he was not acquainted with RKVY scheme. Neither any agricultural officer nor the ZPM had told him about the scheme.

Another beneficiary for PVG, Opang Taying of Ngorlung village was given two rolls of Barbet-wire fencing from agriculture department for protection of his rubber garden. He is too quite ignorant about any RKVY scheme.

Criticizing corrupt manner of Ruksin ZPM, the poor and needy farmers of the area have demanded the higher ups of agriculture department to enquire the alleged irregularity plaguing in RKVY implementation and take action against the erring ADO.

 

 

Orgs mourn Sharmila

ITANAGAR, Apr 9: Arunachal Pradesh Congress Committee (APCC) expressed deep shock at the  demise of Takam Sharmila who died in a tragic road accident on April 7. The APCC members conveyed deep sense of condolence to bereaved family and prayer for eternal peace of the departed soul.  The members of Arunachal Civil Society (ACS) have also expressed shock over untimely demise of Takam Sharmila Gora in a tragic road accident.

She was so nice person and also so energetic. We really miss an ever smiling personality like Sharmila, ACS Chairman said in a condolence message.

While conveying heart-felt condolence to the bereaved family, ACS prayed for eternal peace of the departed soul.

The Society also prayed to almighty for early recovery of the injured children.

While expressing shock over sudden demise of Sharmila, Arunachal Citizen’s Right (ACR), in a condolence message said that her death is a great loss to the society.

She was a good social activist and her contributions towards the society will always be remembered, the message said.

May almighty rest her soul in eternal peace and give courage to the bereaved family to withstand the loss. ACR also prayed for speedy recovery of the two children who are being treated at the hospital.

Arunachal Pradesh Catholic Association (APCA) also deeply mourned the sudden demise of Sharmila and prayed for eternal peace of the departed soul.

The Palin Employees’ Welfare Association has condoled the demise of Takam Sharmila.

Describing her as an active and a popular lady of Palin Circle, it said , “we have lost a sincere and a dedicated employee and it is not only a loss for Palin but the entire state.”

Praying for the eternal peace of the departed soul, it wished for the early recovery of her injured son and daughter.

The association further prayed to the almighty to give enough courage and strength to the bereaved family.

Goda Gora Gochi and Gokia Welfare Society (G4WS) also mourned the demise of Sharmila.

Informing that her last rite was performed today at her Papu Nalah resident, the society appealed the state government to provide admissible relief to the bereaved family.

 

 

CoSAAP organises peaceful rally throughout Arunachal

ITANAGAR, Apr 9: Scores of government employees from different departments in the Capital Complex participated in a peaceful rally organised by the Confederation of Service Associations of Arunachal Pradesh (CoSAAP) today to protest against atrocities meted out to government employees of the state.

The rally began at Nyikum Niya Hall in Nirjuli and concluded at IG Park, Itanagar.

Addressing the rallyists at IG Park, CoSAAP general secretary Patey Marik demanded that the GoAP create the post of an independent home minister and give more power to the law enforcing agencies.  “We are forced to work under the threat of physical attack, blackmailing, kidnapping, mental torture and extortion notices because of the existence of some antisocial groups,” Marik said.

The government employees would not be able to work properly if the ugly trend continued, he said, adding, “Many cases of such incidences have been recorded in the last few months.”

He meanwhile requested the government employees also to maintain transparency and work culture. “It’s a two-way business. If one works properly there will not be incidences of atrocities against anyone,” he said.  Similar rallies were organized in all the districts of the state by CoSAAP units to raise their voice in unison.

ROING: Expressing solidarity with the Central CoSAAP Unit, the Govt employees of Lower Dibang Valley District also took a peace rally around the Roing Township this morning.

More than 200 State Govt Employees took part in the rally organised by the District CoSAAP Unit in the district headquarter to protest against various atrocities like physical assaults, mental torture, extortion notices, intimidations, kidnapping, murder,bandh calls, etc. meted out to the Govt. employees and their family members, informed CoSAAP, Lower Dibang Valley District Unit in a release. It exhorted the Govt. employees to do their duty sincerely for the welfare of the people.

The rally which started at General Playground and passed through super market area, NHPC Office, Resident of local MLA, Roing to SP Office culminated at DC Office Complex. Employees of all categories, including administrative officers, engineers, doctors and other officials participated in the peace rally.

AALO: The COSAAP members of Aalo unit took out a peaceful car rally to protest the atrocity and threat against its members in delivering their duty in free and fair manner.

The Car Rally which touched all streets of Aalo Township and culminated at General Football ground was flagged off by Minjom Bagra, former DC Anjaw and Rtd Director Art and Culture today.

Addressing a brief meeting after the rally, Bagra narrated his experience during his service period at Itanagar and supported the protesting government servants against the elements that are harmful in discharging duties.

Public servants cannot discharge their duties under intimidation and the atmosphere in which they are given to serve is not at all congenial and time has come for all of us to take up the issue collectively to place our grievances before the Govt and people of the state to give a halt to this growing trend, he said.

Ige Tacha, DFDO, Torik Diyum, EE(E), Pomin Amo, Under Secretary, COSAAP, Jomdo Lona, Marbom  Sora dwelt in detail on the increasing threat faced by the Govt. servants in discharging their duties and called for unity and oneness among the Govt servants to against such atrocity.

The Aalo unit of COSAAP President Geli Kamki recalled the COSAAP movement four years back and exhorted the members to go with the same spirit to take up all issues related to COSAAP.  He said that Govt. employees cannot remain indifferent to the victimized COSAAP brethren and all should come up for each other’s cause, he said.  

The meet resolved to fight collectively against all forms of anti-social force that inflict  physical or mental sufferings to any COSAAP members irrespective of department, cadre or grade one belongs to and urged Government to provide adequate security to the Govt. employees working for the progress of the state and the people.  DIPRO

TEZU: Supporting the State wide call for Peace Rally by the CoSAAP CEC, Itanagar in protest against the physical assault, mental torturing, life threatening, extortion notices, kidnapping etc. being meted out to the Government employees by persons with vested interest and groups throughout the state, the Lohit District Unit of CoSAAP organized a Peace Rally at Tezu town today.

Almost all the Government employees working under various Government establishments came out in the Peace Rally to support the cause.

K. Ngadong, President of Tezu CoSAAP, condemning the recent incidents of assaults and harassments, strongly appealed to all the Government employees not to encourage or support any individual or group demands. He said that atrocities of any kinds which is illegal and which are against the larger interests of Government employee should not be supported and encouraged at any level.

Our Correspondent adds from PASIGHAT:  With rest of the state, the members of CoSAAP), East Siang unit today conducted a “Peace Rally” at Pasighat.

Over 300 government employees, including officers and officials of the district assembled at Daying Ering Secondary school playground at Pasighat, protested against the increasing trend of physical and mental harassments meted out to the government officers of the state.

The executives of the federation exclaimed that some unscrupulous sections of people are bulling over the government officers, resorting both physical and mental torture for their vested interest. As such, threatening of life, extortion demand, black mailing, kidnapping and intimidation, asking for payment without work has become a regular phenomenon in the state. They also strongly opposed “bandh call” culture adopted by the students union and other organizations.

The protesting officers and officials also took out a procession in and around the Pasighat town, displayed banner and festoons having various slogans against the alleged atrocities suffered by the government employees of the state.

 

 

Anti-opium awareness camp at Sibuk

YINGKIONG, Apr 9: Industry and Textile Minister Tapang Taloh inaugurated the anti-opium awareness camp organized by District Administration in coordination with All Pasi Students and Parents Association at Sibuk village.

Speaking on the occasion, the Minister discouraged all forms of drug addiction and encouraged the villagers for taking up horticulture and agricultural activities like commercial cultivation of ginger, rubber, tea, cardamom, kiwi etc for economic benefit. Taloh informed that the unemployed youths can go for skill development training and his department is always ready to recommend the name of interested persons to undergo such training course.

Responding to a memorandum submitted to him for establishment of ITI at Mopom, the Minster informed that such institution is being established at Geku soon in the same Assembly Constituency and added that he will look into the genuine demands like Mopom CO Headquarter as sanctioned post, road connecting Sikko-Bine to Sibuk, appointment of Gaon Buras against the vacancies.

Participating in the discussion, the trio of Parliamentary Secretary JK Panggeng, MLA Alo Libang and former Minister L Tayeng advocated for total prohibition of opium cultivation and told the public about harmful effects of drug addiction to the society, individual and the family as well. They also advised the villagers for taking up commercial cultivation of orange, tea and all forms of cash crops.

Earlier, Deputy Commissioner Liyon Borang informed the villagers about imposition of prohibitory order against killing of wildlife both plants and animals, sacrifice of mithun and pigs during Panchayat election, fishing by blasting in rivers etc. Earlier, an anti-Opium marathon race organized by district sports authority from Mopom to Sibuk village was flagged by JK Panggeng and Alo Libang. The first second and third place winners were given Rs. 10,000, Rs. 7,000 and Rs. 5000 respectively.

The District Health department also organized a health camp at Sibuk.

Awareness and Training program on Banana Fibre based products

ITANAGAR, Apr 9:  Amik Matai Society organized a three days awareness workshop cum training on banana fibre based products for the unemployed youth and rural tribal women in Tezu, Lohit with the support of NABARD, Arunachal Pradesh Regional Office, Itanagar district from April 7 to 9.

Nearly 150 participants, including women SHG members from nearby villages of Telluliang, Tafragam, Pomliang, Mekailiang, Duraliang and Tezu benefited from the program besides members from NGOs like Ogelum Tayang Charitable Trust (OTCT) and Lohit Kera AA Association.

Chhonda Debbarman of MGWS, Tripura and Sajal Kumar Roy of M/s Drishti Industries participated as master trainers in the program. The program concluded with the participation of officials from the District Administration, District Labour & Employment, IGNOU cell (IGG College), Horticulture, DRDA, Industries Departments, M/s Power Grid India Corporation Ltd.(PGICL) and Banking Institutions like the State Bank of India, Arunachal Pradesh Rural Bank(APRB), APSC APEX Bank as the resource persons.

The impact of the program can be felt as the participating agencies like PGICL, APEX Bank, DRDA, SBI, Horticulture and District Administration has committed to extend their all possible support to set up the banana fibre extraction projects in the district for providing an alternative source of income generation, livelihood and self employment to the rural unemployed youth.

The district Administration informed that already a target of providing employment to 9000 youth has been fixed during the entire plan period by the Arunachal Pradesh Employment Generation Council (APEGC) under the Chairmanship of the Chief Secretary, Govt. of Arunachal Pradesh.

DL & EO Lohit informed that establishment of banana fibre extraction units will create lot of self employment in the district and can be a means to achieve the set employment generation target of the District Employment Generation Council (DEGC) in Lohit.

MGWS, Tripura, M/s Dhristi Industries, Guwahati  and Amik Matai Society are committed to provide further training and marketing support to the banana fibre based entrepreneurs and SHG members willing to undertake the banana fibre extraction projects in the district with the support of NABARD,  other Banking Institutions and Govt. agencies in the near future. Secretary, Amik Matai Society informed that the interested trainees committed to set up banana extraction projects had requested the organizing NGO to provide them with another 10-15 days advance training program on banana fibre based products in Tezu itself before going for mechanical & design training in Gujrat and Maharashtra.

 

 

Biometric: an instrument of change and continuity

BOMDILA, Apr 9: It was indeed high time that a mechanism be put in force to regulate regular attendance of all officials and also for ensuring efficiency in office works. Though installation of the Bio-Metric Attendance machine have brought to fore a bag of mixed feelings albeit in a hushed and subdued tone; the results in the long run would be justice for the people on whose account the government servants earn their bread and butter.

The Bio-Metric attendance machine installed in the DC’s office here and made functional just a day before seems to have worked wonders in no time as the officials are seen right at dot in the respective offices. It is debatable whether the installation of the said machine would improve one’s efficiency or the work culture but it sure would ensure one’s regularity. In-service and periodical trainings coupled with re-orientation programmes on the other hand would surely ensure enhancement of their effectiveness and do good for capacity building.

It would be but natural for many to be hesitant to adapt to new system depending on one’s outlook especially when one is used to the easy and leisure ways. But changes are inevitable and are the means and ways for improvisation. It might take a few days or week’s time to mentally and physically adapt to the new system, but adapt one will.

The state government’s commitment and the joint conference of all the Head of Departments, DCs and SPs at Itanagar in December 2012 last in which Introduction of Biometric in the state government offices was also on the table, seem to have been bearing the desired results slowly but steadily. To make the government people friendly, the administrative machinery more responsive and accountable and to facilitate building of a healthy and prosperous society; a lot remains to be done which hopefully would be possible with the commitment and political will to carry out the same. But true development can’t be achieved until the people come out and partake in the developmental process. The onus lies upon us - the people. DIPRO

BJP alleges anomalies in preparation of electoral rolls

ITANAGAR, Apr 9: Alleging mass transfer of voters to outside the Municipality territorial jurisdictions within the Capital areas on the eve of the Panchayati Raj election, the BJP in a release demanded free and fair works from the concerned authorities in the electoral rolls preparations.

Gross anomalies are taking place in the on-going electoral roll preparation, the BJP alleged and urged upon the State Election Commission to intervene in the matter. “Local self government-- Panchayati Raj or Municipality elections can be based on the ECI electoral rolls of the latest one i.e. as on 01-01-2013 and if not a fresh door to door enrolment should have been done before the election for such announced,’ it observed.

Meanwhile, BJP President Tai Tagak expressed his concern over the alleged random transfer or shifting of large chunks of voters taking place in some Municipality wards within capital. Innocent voters should not be deprived of their democratic rights and  double entries of voters both in the Panchayati Raj and Municipality wards should be strictly taken up before finalisation of e-roll in Itanagar, the BJP leader said.

 

 

Deru achieves another milestone

ITANAGAR, Apr 9: In less than a year, promising weightlifter Jimjang Deru of Arunachal Pradesh achieved another milestone by winning a silver medal at Youth World Championship in Tashkent, Uzbekistan yesterday.

Representing India in the championship, Deru lifted a total of 196 kg (85 kg in snatch and 110 kg in clean & jerk). By winning this medal, he became the first Arunachalee to win any medal in world championship. This medal winning performance has also earned him a berth at the Youth Olympic Games to be held in Nanjing, China in 2014.

Deru had broke 7-year-old national record by winning 3 gold medals in 50 kg men’s category at 8th Youth National Weightlifting Championship in New Delhi last year. He also won 3 gold medal at Commonwealth Youth Championship in Apia, Samoa in 2012. He lifted 73 kg in snatch and 97 kg in clean & jerk. In 2011, he won 3 silvers at 7th Youth National weightlifting Championship in 2011 at Nirjuli.

Meanwhile Arunachal Weightlifting Association (AWA) and Arunachal Olympic Association congratulated Deru for his outstanding performance at World Championship which surely to boost the morale of other players of Arunachal Pradesh.

 

 

Personality development camp

DAPORIJO, Apr 9: Vivekananda Kendra Arun Jyoti (VKAJ) organized a week-long personality development camp for school children at Jawahar Novodaya School, MekDong recently.

Various cultural activities, sports, yoga, discussion on various topics and debate formed the parts of programme. Resource persons from different fields were also invited to conduct camp.

Attending the concluding day programme, DPO Same Timba explained in details the importance of personality development of children. Giving away prize to the best performer of drama based on nationalism, he advised the children to strive to become a good student.

Citing examples of many social reformers, he asked them to follow footprints of those great personalities.

Stressing the need for preserving ones own culture and traditions, he asked the children to learn their mother tongue and speak it.

Principal of the JNV, general public, Gaon burah of the village attended the valedictory function.

Ninety school children from JNV attended the camp.

ITANAGAR, Apr 9: The Gangte Circle Intellectual Forum (GCIF) has condemned the incident wherein a group of people had tried to burn alive EE PWD Tali Division Nich Tadar recently.

We condemn those coward people who tried to harm a sincere officer like Tadar who rendered his service for the people of Kurung Kumey district with his hard work, dedication and tireless effort. We highly request the law enforcing authority to give exemplary punishment to the culprits, it said in the release.

 

 

Skill development programme  for unemployed youths

ITANAGAR, Apr 9: A month-long skill development training in tailoring under SJSRY scheme conducted by DUDA, Longding began at Longding Craft Centre on April 4.

Twenty local unemployed youth are attending the training.

Inaugurating the training, Deputy Commissioner Shilpa Shinde suggested the trainees to work hard and take maximum advantage out of the the training.

N Wangsu, ADC, L. Hosai, UPO cum additional member secretary, DUDA were present on the inaugural day.

 

 

Roing stepping ahead in revenue collection

ROING, Apr 9: The Department of Geology and Mining, Roing has collected Rs 3,56,04,175 as royalty from minor minerals during the fiscal year 2012-13, informed Jotin Linggi, AMDO.  The revenue collection of the department has exceeded Rs 56, 04, 175 against the target of Rs 3 crore fixed by the State Govt. for the financial year 2012-13 for the district.   

Meanwhile, Tax & Excise Department, Roing has also collected revenue of Rs 6,83,39,543 under Vat/Entry Tax against the target of Rs 6,49,27,700 fixed by the Govt. during the financial year 2012-13 and under Excise, the department has also achieved the target fixed by the Govt. and collected Rs 2,07,53,288 during the last fiscal year.  DIPRO

 

 

MYA alleges corruption

ITANAGAR, Apr 9: Alleging corruption against Doimukh Range Officer, the Midpu Youth Association (MYA) has demanded for immediate necessary action against him.

In a letter addressed to the Principal Chief Conservator of Forest, MYA alleged that the Range Officer did not do anything despite of the many complaints that outsiders have been carrying out illegal timber business in the forest area of Doimukh.

It further alleged the range officer of practicing illegal donation by charging huge amount of fine without issuing proper challan and of misusing his official power by threatening the villagers of book them under forest law on minor offences.

Claiming that the 70 per cent of timbers for building and furniture for in and across Capital Complex come from Kola Camp Forest Gate, it alleged leakage of forest revenue at  Kola camp forest check gate.

 

 

AVP distributes relief items to fire victim

DAPORIJO, Apr 9: Arunachal Vikash Parishad (AVP) distributed utensils and blankets to all the affected families of March 25 fire mishap at Dumporijo.

A fire prevention and safety camp was also organized on the roadside on the same day in which all the colony dwellers attended. Various fire safety tips and precautionary measures were provided and demonstrated by the members of the AVP in the road side.

AVP’s Upper Subansiri Unit General Secretary Nada Ngute explained different methods of preventing fire accident at home and reducing risk. According to him human carelessness has been the one of the major causes of fire in the district.

 

 

Training  on Economic Census

ITANAGAR, Apr 9: In connection with the conduct of Sixth Economic Census throughout the State, a training programme for District Level Charge Officers was held at DC’s Conference Hall here today.

Attending the training, Deputy Commissioner Dr. Sachin Shinde who is also the District Economic Census Commissioner advised the Charge Officers to comply with the notified program and to ensure recording of correct and reliable data which is vital for planning purpose and assessing contribution of various sectors of the economy.

District Statistical Officer Nokgen Wangsu appreciated the positive response of the Charge Officers saying that the knowledge about the importance of Economic Census was reflected by their response. As a resource person he went into every detail pertaining to the conduct of Sixth Economic Census starting from very general definition of household, establishment and steps involved in filling up schedules, operational instructions and post enumeration activities.

Later he informed that the District Level Charge Officers’ Training for Longding District was also held on April 6 in office chamber of Deputy Commissioner, where all Charge Officers were reported present, according to an official release.

 

 

Jose chosen for prestigious award

ITANAGAR, Apr 9: Nabam Jose, well-known social activist, has been chosen for the prestigious ‘Global Achievers Award’.

Jose, president of Arunachal Bullet Club (ABC), would be conferred the award at ‘Global Achiever Summit—Individual Contribution for International Integration’ at Silom, Bangkok on May 11 next for his outstanding contribution to society and international integration.

Instituted by Global Achievers Foundation, a body “that promotes and encourages commendable achievement s from all over the country,” the award ceremony would be attended by ministers, ambassadors, high commissioners of various countries beside many other dignitaries.

The panellist included IPS (retired) Joginder Singh, former CBI Director, former ambassador and Indian Foreign Service officer Dr V B Soni along with other luminaries including educationists. The 46-year old Nabam Jose is a native of Nimte village under Sagalee circle of Papum Pare district. He made name for himself in Arunachal in the field of social work and film making. He was conferred many other awards earlier—excellence award for national activity 2012 by Global Achievers Foundation, excellence award for health prophecy by Shanti Biotic Pvt Ltd, a Hyderabad  based organization for successful conduct of Hepatitis-B immunization camps in Arunachal Pradesh.

Jose has also been closely associated with Arunachal Pradesh Congress Committee. He was chairman of legal cell of APCC from 1985 to 1990 and was chairman, minority cell of APCC. During student days he was associated with All Nyishi Students Union, All Arunachal Pradesh Students Union and North East Students Organization. He was also member of important bodies like State Wild Life Board, State Pollution Control Board, State Medicinal Plant Board etc.

A die-hard biker, Jose has been credited for promoting various tourist destination of state during his tenure as ABC President.

Bhalukpong and its woes

Through the column of your esteemed daily I would like to lay down some points regarding the problems faced by the aam janta (local public) of Bhalukpong. First and foremost, necessity of every human being is water. The problem of drinking water supply has been prevailing in the township for more than last five year, many complaints had been registered in the PHE office but of no avail. The concerned authorities blame the Trans highway construction (Itanagar-Tawang) but the fact is no necessary action had been taken to restore the damaged water pipeline. Whether you get timely supply of water or not but the water bill will be delivered to you at right time without fail. Secondly, in this fast growing world communication has been made easier and faster but due to the poor mobile network problem many important works and information are delayed in Bhalukpong. It is to be noted here that Bhalukpong is the gateway to three districts i.e WEST KAMENG,EAST KAMENG AND TAWANG but still there is no proper mobile network. BSNL’s main theme is “connecting India” but what is the use if it cannot connect a single circle. Thirdly, the electricity supply in the township had been headache for every citizens be it students, industries located just 5 kms away at TIPPI.

What is the essence of HYDRO POWER potential in the state where most of the household is reeling under darkness? The recent fire mishap in the Bhalukpong market had set off alarms regarding the urgent need of a Fire service at Bhalukpong. This is not the first time, in the past years there had been 4-5 such incidents but still the concerned authorities are turning blind to such incidents and sitting as mute spectators. After going through such problems and agony I wonder how people of Bhalukpong are still living a bindass life. There is a well known proverb that says “one should strike when the iron is hot” true to this proverb the public should stand up against the right that is being denied to them .Arise awake until it’s too late!

Finding it difficult

Dear Editor,

Through the column of your esteemed daily, I would like to draw the kind attention towards difficulty in differentiating between married and unmarried girl/women. Now a day, common people of our state are finding it hard to identify whether a girl is married or unmarried. This problem has cropped up because in our state there are no official as well as traditional rules to identify married women. The married women of our state should wear local ornament or proper dress. The mainland Indian married women can be easily identified.  Therefore, I would like to appeal the government of Arunachal Pradesh to implements a rule for identify among the married and unmarried women.

Wrong practice should be stopped

Dear Editor,

Through your esteemed daily, would like to highlight how some MR claimants do to get their MR bill passed. They go to Itanagar or work done by their relatives and get individual name sanctioned and returned back to concerned district with sanctioned fund and draw their bills. And due to this practice, other MR claimants do not get MR bills.

This type of practice should be stopped immediately as there must be some nexus between MR claimants and granting authority.

Call for elimination of chemical weapons

Warning that the fog of war must never again be composed of poison gas Secretary-General Ban Ki-moon has appealed to the 188 States Parties to the United Nations-backed treaty outlawing chemical weapons to do all in their power to bring on board the eight nations that still have not signed on.

Eight countries remain outside of the Chemical Weapons Convention (CWC) – Angola, the Democratic People’s Republic of Korea, Egypt, Israel, Myanmar, Somalia, South Sudan, and Syria – and Ban has repeatedly urged them to join.

“I urge all of you who are in a position to do so to show political leadership and encouraging these countries to join the Convention,” he told Third Review Conference of the States Parties to the Chemical Weapons Convention in The Hague on April 8.

“Nothing can justify the possession of this heinous category of weapons of mass destruction. Nothing,” he said, noting that 80 per cent of declared chemical weapons stockpiles have already been destroyed thanks to CWC. He voiced the hope that the 100 per cent target will be reached by the next review conference in five years’ time.

Ban’s words gained added urgency following allegations that chemical weapons have been used in the Syrian conflict, and he announced that arrangements are now ready for an advance UN-team to investigate the reports in the Middle Eastern country, where over 70,000 people have been killed and more than three million displaced since the uprising against President al-Assad began in March 2011.

He called on the Parties to focus us on three issues: to build on CWC’s achievements so that it remains an effective bulwark against the re-emergence and proliferation of chemical weapons, including to terrorists; to forge a stronger partnership with the chemical industry to address safety and security issues; and to make full use of the treaty’s robust and reliable monitoring and verification mechanism.
